Originally the site of the CLP Hok Yuen Power Station, it was relocated from 1994 to 1996 and subsequently redeveloped into residential housing (although the power station's substation was not demolished and has been relocated from the project site). The estate was built by Cheung Kong Holdings and CLP Group, designed and planned by Hsin Yieh Architects, and managed by Goodway Property Management, a subsidiary of Cheung Kong Holdings. Phase I was constructed by Hin Lee Engineering; Phases II and
constructed by Sapford Construction. Laguna Verde is located on the waterfront of Tai Wan Shan Park and the Hung Hom Promenade. Some units overlook Victoria Harbour and Lei Yue Mun. Adjacent to Hutchison Whampoa Park to the west, The Whampoa and Hung Hom Bay to the southwest, and the Laguna Garden shopping mall to the north, the development draws inspiration from European architectural styles. The estate is the first in Hong Kong to utilize a "permanent facade" design. It also features a French Versailles-style residents' clubhouse with a landscaped swimming pool. Unit sizes range from 467 to 1,880 square feet.
